Question Black Screen When GPU is enabled

A couple of weeks ago whenever my PC finished the boot process and should've gone to the standard blue windows 10 login screen, instead I was met by a black screen with a sliver of brighter screen at the top (mouse cursor is visible if I move it to the top). After cleaning my PC and checking all connections were secure the problem has persisted. I booted in safe mode and rolled back drivers to no effect. In safe mode I disabled the GPU under display adapters in device manager and the screen is normal. Enabling the device again after signing in returns it immediately to the previously mentioned black screen.

I was convinced at this point that my GPU was dead and needed replacing and bought a replacement but the problem persists with the new card installed.

What's the issue here? I'm mostly stumped and I'm wondering if the slot where I put the GPU in is damaged or one of the cables/connectors is faulty.

System specs

Ryzen 5 3600 6 core proc
NVIDIA Geforce RTX3060 (previously 2070S)
2x8GB Crucial Ballistix Sport LT DDR4-3200 CL16
1x NVME 1GB SSD
Corsair TX750M Gold 750W PSU

How old is the PSU in your system?

You forgot to mention the make and model of your motherboard. Speaking of which, what BIOS version are you working with?

NVIDIA Geforce RTX3060 (previously 2070S)
Use DDU to remove all GPU drovers(Intel, AMD and Nvidia) in Safe Mode, then manually install the latest GPU drivers in an elevated command, i.e, Right click installer>Run as Administrator. See if that helps.

Thank you for the welcome!

Motherboard: MSI B450 TOMAHAWK ATX MAX AM4
BIOS: 3.90

The PSU like the rest of the system was built December 2019

I booted up in safe mode and ran DDU to remove GPU drivers. After a restart I manually ran the latest GPU driver as admininistrator and lo and behold it didn't black screen. After restarting my PC it still seems to be functioning somewhat.

Which brings me to the other smaller issue I hoped would be fixed. Since I started disabling the GPU to at least be able to use my PC I've had these subtle horizontal lines on my screen. I'd assumed it was because the GPU was disabled and was a consequence of that. However after the GPU driver install success the lines are still present and are mildly irritating and ugly.

Here's an example, any ideas? (I've been informed by a friend that he can't see the lines in the image)

Not the smoothest image to be looking at to demonstrate something. And of course we are all looking at this on different monitors.

Color banding is common on images with gradients, that might make it more obvious if you picked something more artificial.

Silly question? Still using the same video cable?

Have you tried a different monitor?

CPU is connected to the GPU via the CPU's PCIe lanes. Could potentially be a CPU issue. Testing the card in another system would give you a clue there.
