Question Black Screen with brand new GPU

Good day everyone. To preface it, I'm not really tech savvy and English is not my first language.
My PC is a bit old (5 years). I had 2060, played a lot of games for long hours. I could play BG3 for 10+ hours no pb until 3 months ago black screen started happening. I thought my GPU was dying (there were artifacts).
I had to use GT 210 for 2 months and it was fine (no gaming except some indies). So I thought GPU is the culprit.

Then I bought a 4060.
It was all good for 2 days then it happened again, but audio is still playing for a few seconds before crashing too (also CPU fan became louder). I had to reset each time. Sometimes twice because it black screened right before Window logo comes up.
Games I've been playing are Last Epoch and Pacific Drive.
Time varies between 5 mins to 3 hours before black screen occurs.

Other than gaming, everything is fine.

Using MSI afterburner and HWinfo to check temp, GPU is around 60-70c and CPU 70-80c before crashing.
I tried GPU stress testing using FurMark and it black screened right after I clicked (but audio is still working).

My PC
CPU I7-8700 3.20 GHz
M/O Gigabyte B360M HD3
GPU Asus Dual RTX 4060 8GB
RAM Corsair 2 x 8 Gb
PSU Corsair VS650
Monitor Samsung Odyssey G5

Not sure if it's an unrelated problem. A month ago I couldn't boot to Window (can't find bootable device)
So I changed BIOS battery, installed Window in a different SSD. Problem seems to go away. I thought it might be failing SSD.
But one time after a black screen reset I can't boot to window, another time a window logo showed up (with low res) and then another black screen. I had to reset twice.
Is it the sign that my PSU is failing?
Now I'm scared of killing my GPU until the issue is solved. Took me 3 months to save up for it.

Things I've done
- DDU clean reinstall GPU driver
- Change HDMI cable to DP port

Could be it, or the PSU is struggling to keep up with the power requirements of the new card.

A new PSU which is decent and also can provide a good wattage to accommodate the new GPU should fix it.

I read online that 650w should be enough but maybe my PSU can't handle the power spike. I don't have a spare PSU to test unless I take it to a shop.
Any PSU recommendations? (preferably under 100 USD) sorry if it's against the board's rules.
I saw an online PSU tier list and a lot of them is either out of stock, not available or way too expensive in my country.
