Black screen with white curser windows 7

I tried safe mode with command prompt.
It didnt come up
And i cant do system point due to no system point being there
I did the hardware check and it said all was good.
I dont have the dell factory thing and i have no discs...
What annoys me more is that this pc was working for 4 days then now bang....

If any1 can give me a file to dow load then i can connect my phone to my pc and reset it der

If you didn't create a recovery disk, your only option is to contact Dell and request one from them.
