Question Black Screen

I recently upgraded my PC and added a new CPU, MOBO and an M.2 NVME drive. I’ve been using it with no issues for about a week, but I had to move it to another room. Now when I start it up it briefly displays a black screen with a blinking white underscore then the display cuts off. I checked the 4 pin, 24 pin and 8 pin connections and everything is seated properly.

PC Specs:
CPU: Ryzen 5 3600
RAM: Corsair Vengeance 3000mhz
MOBO: Asus ROG Strix B450-I
GPU: GTX 1070
PSU: EVGA 600 BQ
Storage: Samsung 970 evo & WD Blue SATA M.2 SSD

Try booting to Safe Mode and see if that works.

I couldn't get it into safe mode so I tried doing a windows reinstall and when I plugged in the USB drive it booted normally. I reinstalled windows and still whenever I try to boot it without the USB drive plugged in it just goes back to the black screen.
