Black Screens & Windows Corruption?

I have a friend who's computer has been giving him issues. Over the past month he kept complaining that both his monitors would randomly go black and then turn back on again. He could still talk in TeamSpeak and hear the game. Then last week, we were playing a game & he randomly disconnected from TeamSpeak and the game, so I called him. He said that his screens had gone black again, but this time, shortly after, his entire computer cut off. When he cut it back on, the monitors were working, but Windows was trying to diagnose an issue. It then told him that Windows couldn't find the issue and that he could continue or restore the computer. He clicked continue and when the computer restarted, it just brought him back to the same screen. Meanwhile, his screen has a bunch of horizontal lines on it the whole time, similar to architectures, but when he hovers the mouse over them, they disappear and then reappear. At this point, he decides to just restore the computer. After Windows runs through the process and the computer is factory restored, everything is back to normal. Everything runs fine & he doesn't get any black screen issues all week, until today. Again, we are in the middle of a game and his screens goe black. This time he's still able to talk in TeamSpeak and can hear the game, but the monitors never come back on. So he turns off his computer by holding down the power button. When it comes back on it shows the bios load screen and then goes black. He cuts it off again and then it goes back to the lines and Windows diagnosing an issue screen when he cuts it back on.

I personally can't pin what the issue could possibly be, at first I though it was a GPU issue, but that doesn't explain the issue with Windows. If anyone has any idea what the issue could be or what we can do to figure it out, that's help alot.

Also, he has a GTX 970/i7 6700/Win10.
