Black stripe in one frame every now and then

Sometimes I see black stripes in videos is it problem with my monitor / graphics card or uploaded video?

It looks like a problem with your graphics card. I'd try that first.
Consider switching to to integrated one and watch the video.
If the issue still appears, try using a different monitor.
And so on.
