Blinking white line below the taskbar

There is a blinking white line below the taskbar... right at the bottom of my monitor. I also get it in my bios or while bootup. Any solutions for this ?

go into the bios and take a photo of the issue at night. if it the led backlight on newer monitors. you can tell if it the backlight failing as the white light is coming from the covered edge of the screen. if it the backlight time to rma the monitor or if it under 30 days old exchange it.
