Block internet on laptop

We have a company network running windows 2008 active directory and combination of windows xp and 7 client machines. We are required to implement a policy through which laptop users can use all the services running on company network but they should not be able to use internet when they are at home or not connected to the LAN.
We have blocked internet access on LAN through ISA Server.
