Blue dots after cmos reset?

I installed a new GTX 1080 and for whatever reason I kept getting the red error light on it and the computer kept freezing on the bios splash screen. To try and fix it I did a cmos reset (the computer was unplugged and off throughout the whole process). After doing the reset my screen became filled with small blue yellow and green dots and a strange yellow line on the right side of the screen. I immediately restarted the computer and although it now didn't freeze I still have blue dots lingering on the screen. I checked gpu z and the gpu temp is only 36 degrees and I have installed all the drivers. How do I fix this?

Update: So I removed the new GPU and the issues of the pc freezing has continued so now I can't even get into the bios. Im at a loss as to what to do.
 
It's not a faulty GPU. On a few occasions I was able to get past the splash screen and no blue dots were present. On top of this, after just testing it the splash screen freezing is still persisting.

The blue dots only appeared after the cmos reset.

Also the red error light keeps appearing on the gpu.

Its not under powered. My previous card, a GTX 980 consumed more power than the GTX 1080 and it gave me the exact same issues when I installed it. I solved those problems by doing a cmos reset, which didn't work this time.
