Blue question mark on new disk

I just installed a new disk(HDD). And when I started windows it was just named E:/ with a blue question mark. And the disk is not where the disk should be(My Computer tab), but it's in the "quick access" tab. Please help me!
 
probably needs to be initialized or formatted. goto control panel, administrative tools, computer manager, disk manager.

A wizard might popup at that point and step you through it.

Otherwise, find the disc and right click and if the option to intialize disc is there, use that.
 


The problem is that the hard disk is not showing up on the disk manager, but it is in the "quick accsess" tab. Here is a gyazo link(just to show a gif of what i mean, and btw my computer runs on a norwegain language):

Well I just let my disk hang my pc for some weeks, and one day it showed itself. It has allways worked since then. It's kinda wierd
