Blue Screen after login ,no icons,nothing but cursor?

Went to Start Dell T7500 With Windows 7 Ultimate and it boots except I get a message wait Preparing Desktop, Then all I get is a Blue Screen (the normal Windows Classic) with Not One Thing On It except the Mouse Cursor?
Help! It will start in Safe mode after 3 minutes ,I tried to update video driver by Downloading latest and trying to install but it changed nothing, Ran Virus scan with Bitdefender Total from Boot Not one virus ,Couple of Cookies but nothing changed,swapped Video Card same result. What has stopped my System from showing up on Desktop?

What is ur hdd? Run mem test on ram....
