Blue tint on windows launch and when playing fullscreen games.

I have two phillips monitors. The main one is connected by HDMI and the scnd is connected by VGA. Almost every time I turn on my pc, the main monitor has a blue tint to it. The same monitor gets the same blue ting when the screen updates, either if it is a driver update or a fullscreen game launching. I am sure it has nothing to to with the cable as i've tried switching it out. The temporary fix i use every single time is launching "calibrate screen colors" (I think that is what it is called, I had to translate it), clicking "next" and then the colors reverse. This is only temporary though.
 
Solution
Does it happens when you load Windows in 'Safe Mode', if it does that might indicate a failing video card.
Go to the NVIDIA Control Panel and under 'Display' click 'Change resolution'.
Hit the 'Customize' button then hit 'Create custom resolution' button.
Change Standard: from 'Automatic' to 'Manual'.
Change 'Refresh rate:' to 59.999 and click the 'Test' button.
If everything works fine then click 'Yes' otherwise 'No'
