Question Bluescreen after Windows Startup

Upon turning on computer, the windows logo will try to load for a sec and then goes bluescreen in a blink of an eye and then restarts. I cant even go to safe mode, or command prompt because it all leads to blue screen and restart. How do i solve this issue? The bluescreen technical information has: 0x00000024 (0x0000000000190494 , 0xFFFFFA800D754E40, 0xFFFFFFFFC0000102, 0x000000000000000).

16GB DDR3
GT1030
Asrock MOBO

Try starting into safe mode.
After pressing power button, start pressing F8 until you get a menu with options to start into safe mode.
