Bluetooth Headphones can't pair with Windows 10 PC

I have a pair of Sony WH-1000 XM2 headphones that work with devices like my phone flawlessly but are not detected at all by my PC, which means I can't pair them. They used to work with that same PC at one point in time.

Things I have tried:

-installing the latest Intel bluetooth drivers

-unistalling bluetooth devices from device manager and automatically installing drivers with windows update

-restarting my PC

-resetting headphones to factory settings (erasing pairing information)

-turning on the "allow bluetooth devices to find this PC" in bluetooth settings

I've already tried this. The PC doesn't detect the headphones at all.

They're not paired with my phone. I've tried pairing them with my phone as a test and they worked perfectly fine with it, and now I'm trying to pair the headphones with my PC after making the phone "forget" the headphones and resetting the headphones to factory settings. This erases all pairing information from the headphones.
