[SOLVED] Blurriness in games/stutter

Hi guys possible lengthy question so specs first

CPU - Ryzen 5 3600X
Mobo - MSI X570 APRO
GPU - 2070 Super
RAM - 16GB Trident Z
PSU - EVGA 550 G3

I mainly play Apex Legends atm and I get a very consistent 165 frames but everything is just so blurry when moving, I've tried everything I can think off. Specifically AA, without TSSA on it is EXTREMELY jagged, not just a noticeable difference. I've tried every in game setting, every control panel setting, but its like its always running at a lower res. I upgraded this PC not long ago included monitor, cpu, mobo and gpu. Only hardware that has stayed is ram, psu and the two m.2 drives. I've wiped both drives 3 or 4 times with fresh installs and it stays the same. I sold the old components to a friend and his Apex is crystal clear and buttery smooth. I tried his ram in my rig but no different. My frametime is pretty consistent, drivers up to date. I've had this problem for over a year now and I cannot figure it out. Other things I've tried: Running in borderless, disabling fullscreen optimisations, PC wont let me change priority in task manager, reinstalls on origin and steam, and different DP cables. I'm about to replace to PSU just a hope for the best.

Any suggestions?

try some better looking games and provide some images of what you consider blurry.

usually this is due to a low quality panel that doesn't offer good color/contrast and has lower pixel density.
you don't mention what resolution or refresh rate you are currently running at.
have you also tried a higher quality display?

RAM and power supply would have absolutely nothing to do with the image quality.
only if you were experiencing other sorts of issues like low fps, low utilization / or crashing, no signal errors, etc...

Rocket League also experiences blurriness specifically on names, as well as scrolling through google. I've tried two monitors too and the old monitor I sold to a friend looks infinitely better on his setup than mine. I'm running at 1080p at 165fps capped with rtss. There is also slight microstutter, although that might be apexs optimisation. Nothing seems to change between monitors and hardware, I'm at a loss. Maybe the PSU isn't rated high enough?
 
it's got to be your display or some graphics filter application you have running because these videos provided look exactly as this game should.

either you are expecting higher quality than this game can provide,
your display does not offer the quality/performance you would like,
or you have something running on your end that is diminishing the quality you perceive.

everything looks completely normal here.
