Question Blurry image

When playing games i get blurry textures and shadows as if i was playing in low settings especially when moving in different directions and it takes a second to be sharp and clear and i hate that i didn't know where the problem come from, anyway I'm using a 24" fullhd monitor that support freesync and rx 570 4Gb and I'm using a 1.4 hdmi cable
So how can i fix this plz!!

Cpu i7 4790k
Gpu msi rx 570 gaming x 4gb temp always ander 65 c in full load
RAM 8 Gb 1600 mhz
Psu raidmax 400w but not certified brand
Resolution 1080p
I have tried pubg and eurotruck simulator2 and the texture is not good even in ultra settings there is always blur and shadows when moving mouse
