My son wants a faster Desk top pc (Fortnite), what do I do that will be cost effective off-course?

You have a slow CPU, not enough (realistic) RAM, and presumably lack a suitable graphics solution on the existing system.

I would recommend:

Ryzen 5 or Intel i5 CPU
Suitable motherboard (mobo and chipset depends on CPU preference)
Minimum of 8GB of DDR4 RAM
GTX 1050ti graphics card

Also in an ideal situation, an SSD for boot drive, or even better for loading games. 2.5" SATA SSDs are good, and even better are the M.2 drives, depending on what you want.

I could have gone with cheaper, less powerful CPUs, but there's not a massive difference in price between the lower 3-4 Ryzen 5 CPUs. An even better card would be the GTX 1060 3GB, but it's another third in price over the 1050ti. That 480GB SSD would be way faster than a 2.5" SSD for a good price). I threw in an inexpensive mobo, and an entry level Bronze 80+ PSU for good measure.

The latter system would be more than capable of what you want, without being obsolete too soon, and not terribly expensive.
