So Im trying to boot up a Dell Inspiron
And all I get is
"No Boot Device Available"
"SATA 0: Installed"
"SATA 1: Installed"

Ive gone through the BIOS to set the BOOT Device. Someone told me that its the hard drive and I replaced it and still nothing. Any help would be appreciated.

Is your HDD visible in BIOS? Is it set to active? Have you tried a different cable from your board to the HDD? A different cable from your PSU to the HDD? Either of those could be what is causing the issue. Try switching your boot to your optical drive to see if you can do a repair install of windows and see if the HDD is recognized that way.
