Question Boot dies at OEM's logo

My machine:
Desktop Acer Aspire T3-715
Windows 10 Home 64-bit, updated to 21H1
Intel Core i5 Processor 6400
NVidia GeForce GTX745 4GB
Hard Drive : SATA3 1TB & SSD 128GB
Memory : DDR4 8GB
DVD-Super Multi drive
Card Reader
Integrated LAN 10/100/1000
Monitor : SamSung SyncMaster 933sw

Installations:
1.Windows 10 Home 64b. verssion 21H1
2.Photoshop cc 2021
And other small apps such as Faststone Photo Viewer, SuperAntiSpyware, etc.

Uses:
Editing photographs, RAW files, shot by DSLRs.
Digitizing negative images & editing them, RAW files.
An hour or two on internet, basically YouTube, everyday.

The issue:
Booting fails at brand logl.
1.About three minutes after tapping on the start button, booting stops & dies at the brand logo.
2.All USB ports are also dead.
3.Items still functioning :
3a. Start button can turn power on or off.
3b. Light in front panel is on.
3c. CPU & graphic card fans are turning.
3d. Monitor can be turned on or off by the start button.
Other than these, everything else is dead.

Please help. What causes the problem & how solve it?

At the boot, the pc checks hardware before booting. When you have a freeze by then, means a hardware error. As i said those are common failing elements that should be tested.
Bios doesn't just fail, there's no such thing as bios failure. If set incorrectly, then there is no boot. But since you can't enter bios to change anything, that's no issue presently.

I concur that it is a hardware failure if you look at the fact that it does not complete the booting, but what makes it not complete the booting?
I think the cause is in the BIOS. I can not be sure but :
1.If it is a boot failure, it is caused by SSD or Windows boot. Bad SSD or boot do not cause the entire system break dow.
2.The fact of this issue is : all the devices are dead, SSD & SATA & USB port ....
Do you still believe it is a harware such as hard drive or GPU or PSU....?
