So using windows 10 64bit, specs;

Asus h97me mobo
msi rx 470 4gb
corsair vengeance 4x2
i3 4160
csm 650m
Seagate 1tb hdd

it used to take 11 seconds maximum to get into login screen and it still does sometimes, but mostly when I'm starting my pc the motherboard logo comes where you can open BIOS ok that part's fine, but when the windows boot logo appears (in my case its asus logo) and those white dots are circling fine, screen goes black and the loading screen comes again, this time those dots are circling slow/laggy and I can even see my mouse cursor at that point.

I have tried turning on/off fast boot, tried turning off PC from both power options and from case button, this started even before I put in my GPU (build pc first late bought GPU), using a DVI cable rn, same happened when I used VGA plugged in my motherboard.

So help required 🙁 I can provide a video if you don't get the idea

Thank you.

I'm afraid to update BIOS >:/ other drivers are up to date including video drivers.

Everything is updated but I tried updating GPU drivers from Device Manager and surprisingly its updating? its already updated but idk, I unplugged every usb device same thing happened, plugged in keyboard/mouse again including my wifi adapter and printer usb, same thing (tried without wifi adapter and printer too), this thing happened after I had tried dual display plugging both DVI and VGA in my motherboard, at first it was fine but I have only noticed this after that dual display. I have reinstalled windows one day before installing my GPU though, reinstalled from the .exe file where you click next next next and not from the boot menu or whatever, you get the idea.

Hey, I just did multi monitor again enabling CPU/GPU graphics from BIOS plugged in VGA in mobo and DVI in gpu, boot logo appeared twice again but after restarting for one time it stopped and it was booting up normally, for like 3 times I tried. I might have messed multi monitor settings from windows itself and settings were still kept when I reinstalled windows.

you should be running both screens off your GPU, not using motherboard and GPU at same time. Not sure how i missed you saying that in original post. I bet that is part of why you get two login screens, i wonder if one is meant to be showing on the second screen

what graphics drivers have you got installed? Did you install the motherboard VGA drivers as you should only have the GPU drivers installed.

You probably need to change a setting in bios to disable the motherboard graphics and only use the GPU for both screens

The problem started when I didn't have a GPU, I used both monitors off motherboard then after reinstalling windows it asked me if I wanted to keep settings and files I clicked Yes/ok, settings are off for CPU graphics in motherboard right now and I just uninstalled CPU drivers the problem was gone but after rebooting for 3 times its there again, I'm just planning to reinstall windows without keeping settings.

reinstalled windows, problems gone but appears again when I restart pc from case button or from windows options, when I shutdown and boot normally no more double logo screen but damn it might just come again 😡

the difference between two ways is this. If you restart PC it turns it off. When you shutdown and then boot normally it hasn't been off.

Windows 10 uses hybrid hibernate instead of shutdown, so when you shutdown at night it goes to sleep, it saves half the programs you had open into ram and other half into the hiberfil.sys file on your hard drive - this lets it boot much faster as its already got half the data in ram.
The only times PC is actually off is if you do a restart or you unplug PC, or if youo turn off fast startup... which would be counter productive for you.

Does windows seem to start twice or is it the bios flash screen you see twice?

That's what I'm facing ^^ and its back again, only plugging in two monitors (one in motherboard when CPU graphics option is enabled and one in GPU) fixes it.

I can not do multi monitor from GPU because I've got two monitors supporting VGA/DVI only. It seems like its trying to find where the hell second display is gone and when its not there it just goes to start windows. Just what I feel it does.

are you on the latest current version of win 10? if you downloaded media creation tool, you should be.
right click start
choose run
type winver
is the build number 1607?

seems this problem goes all way back to first release version of win 10
one possible solution but i don't normally suggest going into registry
I've just found the way to fix this issue.
Open Registry Editor
Click Edit-Find, type EnableULPS
Change the Value of EnableULPS from 1 to 0.
Reboot.
The issue should be fixed!

version 1151 os 10586 😡 install latest windows or updating helps from update and security options?
I remember doing that registry thing already, didn't work.

Wow, you on release build. That is the version the error was on. You using a 18 month old build of windows 10.

GO to this page, click on upgrade now. this will download the Upgrade assistant. Run it and it will upgrade you to the latest version of windows 10.

Damn, how could I miss it lol. I /hope/ it gets fixed now 🙁

Not just you hehe, I'll get back to you man. You been helpful.

version 1607, and the problem is still there, NOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO why me 🙁
I had disabled fast boot as it helped someone so its still off and btw, this time its very little different. Now windows loads with asus logo (replaced with windows original logo, was like that from beginning) dots circling, 1 second black screen windows/asus logo gone but dots appear again circling in a laggy way. damnit, I hate this 🙁

What are your monitors? Super resolution is a trick used by AMD cards to make screen image look sharper, gpu will create a 4k image and then reduce it down to actual screen size and it makes it look sharper than a regular 1080p.

You can get adapters for most cable types, i think you should try to run both screens off the GPU. My screen doesn't have DVI or VGA, I couldn't even attach it to my parents PC if I wanted to.

What order is it starting the screens at? Or doesn't that seem to make a difference?

if you still have latest drivers installed, and all the windows updates, you could run Seatools for windows on hdd and check its health. It doesn't feel like a hdd problem, im just covering the bases.

The delay could be a device driver for anything, i get random blank screens at start up but normally only after a restart

if you upgraded from win 7 to 10 and have never fresh installed win 10 before now, even that could be cause, it could be an old driver causing the problem. You could run this and see if it finds anything - read instructions carefully: http://answers.microsoft.com/en-us/windows/wiki/windows_10-update/driver-verifier-tracking-down-a-mis-behaving/f5cb4faf-556b-4b6d-95b3-c48669e4c983 - it will cause BSOD< that is its purpose. If its a driver, this might find it.

Using a dell 20 inch 1680x1050 right now, had plugged my 1440x900 inch inch and this one in motherboard before I had the GPU.

I could get a HDMI to DVI and use both monitors off my GPU but when I plug other one out this problem will be back.

I didn't get what you meant by the order screens start at, however I can give you a video of how my windows boots up if you want.

I have a Alfa wifi adapter for PC, which has had driver issues in past crashing my PC but no more (i'll try disabling its drivers plugging it out and try)

Only Win 10 has been used on this PC, its new bought in Feb without GPU and now I have a rx 470 4gb in it.

Another thing, I can never really tell when it will boot normally or show two boot logo screens after shutting it down and powering on, but two screens always appear when PC has been shut down abnormally (we have power outages at random times in my country) or when I reset through button on case or restart it simply from power options, that's where I guarantee it will show 2 boot screens.

I'm starting to lose hope and get a SSD later (which I had been planning for anyway) that could at least reduce boot times 🙁

order of screens, = thought they might turn on in a particular order but i guess they both at once.

And it happens more if you turn PC off instead of shutdown. Turned off, will happen; shutdown, might not.

I wonder if you should do a fresh install but before you start the install, attach both monitors to GPU as then win 10 will only see one output and may not repeat this process. It is probably the motherboard based graphics causing the slow down effect since it doesn't have any drivers installed, but is still being used.

Reinstalling with both monitors plugged sounds like worth-giving-a-try idea to me, I had a thought of getting a HDMI monitor anyway because I'm using a 1050 for gaming rn and use both 1050 and 1080p then all the time in the future for casual use, plus it can be the only solution I can think of right now, I'll bear the 2 boot logos for now later get a hdmi monitor and SSD after that. In the mean time, I'll plug in my second monitor to motherboard and enable CPU graphics and play with settings, might even fix the issue on its own then :/

Mum had a 1680 x 1050 on her Dell PC until we upgraded her to 1080p last year after I got my monitor and had a spare. My desk not large enough for two monitors but 4k = 4x 1080p so split screen is pretty easy. Downside is 980 not quite powerful enough to run all games at 4k, but i don't play that many anyway.

SSD might help more, you won't notice the delay as it loads windows much faster than a hdd ever can. Tough call, new monitor or new SSD.. i would get ssd first as you want it anyway as it makes everything on it load faster, not just windows.

1080p is actually a need right now, planning to upload some gaming videos on my YT channel so yush. 1080p > SSD.

Guess this ends here, one thing! When I tried plugging in the second monitor in my motherboard even with CPU graphics disabled and intel HD drivers uninstalled manually, the problem still seemed to disappear, what if I plug DVI cable in GPU>Monitor and VGA in Motherboard>Same monitor, so DVI and VGA cable both go in same monitor. I had mistakenly done this stupid thing without a GPU, both DVI/VGA in motherboard to same monitor, should I give it a try? VGA display won't be used anyway then and this might fix issue for the time being.
