Boot logo appears twice

So using windows 10 64bit, specs;

Asus h97me mobo
msi rx 470 4gb
corsair vengeance 4x2
i3 4160
csm 650m
Seagate 1tb hdd

it used to take 11 seconds maximum to get into login screen and it still does sometimes, but mostly when I'm starting my pc the motherboard logo comes where you can open BIOS ok that part's fine, but when the windows boot logo appears (in my case its asus logo) and those white dots are circling fine, screen goes black and the loading screen comes again, this time those dots are circling slow/laggy and I can even see my mouse cursor at that point.

I have tried turning on/off fast boot, tried turning off PC from both power options and from case button, this started even before I put in my GPU (build pc first late bought GPU), using a DVI cable rn, same happened when I used VGA plugged in my motherboard.

So help required 🙁 I can provide a video if you don't get the idea

Disable C6 and C7 low-power states in the BIOS. I've seen double-boots caused by a weak or dying CMOS battery. Are you noticing any time discrepancies? Your motherboard is a year or two old; might be worth replacing the CMOS battery.

Edit: Only run one cable to a monitor, i.e. the DVI OR the VGA, not both.
 
" Are you noticing any time discrepancies? " what does that mean? And what would disabling those do? Where can I find option to disable it? I bought the motherboard in Feb 2016, not so long.
 
Does the CMOS clock lose time when the machine has been turned off for a while?
The H97 chipset has been around long enough that your board may have sat in a warehouse or store for months before you got it.
Asus never sent me any review samples, so I'm not familiar with their UEFI; likely it would be in some advanced settings. Your PSU should support those low-power states, but I've seen a variety of issues in Windows with low-power / sleep / hibernation; I do not allow my own systems to hibernate, or use "hybrid sleep." Regular sleep mode seems to work fine.
 
Oh no, it has never lost time. My 6 year old PC does that every time but not my new one. I really don't wanna touch BIOS settings if you feel me 🙁

One thing about putting it to sleep, I used to do it when I first bought the new PC and with my old PC but a good friend of mine said that putting PC to sleep does something to CPU and messes with its cache resulting in low performance, is that true? Can sleep do any harm? I can avoid booting up my PC mostly and not face the logo appearing twice this way 😱

I done that now ^^ hibernation was set on never anyway hybrid sleep was on. One more thing, when I used to put my old PC to sleep and even when power cut out completely it would still start straight to login screen when powered again, what is that?

If I put my current pc to sleep from power options with hybrid sleep and hibernation disabled, and cut out power, should it start windows again or come back to login screen when powered again?
 
I face power outages daily, just a thing most parts of Pakistan. Guess I'll just bear this thing until I get a SSD, which won't fix the issue but give faster boot times anyway?
