Boot Loop after Overclock Fail

I tried to overclock my AMD X4 845 just for the hell of it which ended up being the worst mistake I made. After overclocking from 3.5 to 3.8 my computer wouldn't boot so I read that resetting the bios by using the jumpers would fix it. I held a screw driver on the pins for about 5 seconds but the computer was plugged in which I think messed everything up. I tried to take the cmos battery out for 10 minutes, unplugging, resetting to optimal settings, and everything I could think of. I also tried to restore my PC to a previous date. Nothing works and I get the starting windows screen that freezes and then goes into a blue screen for a split second which then starts the whole process all over again.

Gtx 1050ti
Seagate 1tb HDD
450w PSU
Windows 7 Professional 64 bit

I don't think your problem has anything to do with the BIOS. If you are getting to the Windows start screen, then it freezes and goes to a blue screen, that is a problem with your Windows install. If you have your Windows 7 DVD you could try to repair your Windows installation.

After checking all my hardware (CPU, GPU, Ram, hard drive) it definitely is windows 7. I don't have my CD, but I do have the activation key. I don't know what to do without the CD because I don't have a flash drive to boot from and I have no idea if any of my old 700mb CDs are of any use lol.

Try booting with the 1tb Seagate HDD disconnected and see if the machine still crashes, then reboots. Make sure the computer is not just overheating, then shutting off to protect itself.

Ok so I did that without the hard drive, it just says reboot and select proper boot device. I also took an old 40 gb hard drive I have with Windows 7 preinstalled on it. It's doing the same thing on that hard drive too. If I boot with any drive it just does a loop.

Have you tried plugging the HDD into different Sata ports?
I you can, try creating a bootable Windows 10 USB or DVD to see if it will load successfully, or if it crashes like the HDD's. You don't need to fully install, just see how far you get before it installs.

I ended up finding my windows 7 disc and reinstalling and starting completely fresh. Everythings working fine now. Reinstalled drivers and the OS and checked my hardware (all of which is detected and working properly)
