Boot loop/Can't achieve 3200mhz on MSI B350M Bazooka/Ryzen 5 1600

Hi All,

Here's my fresh pc build:
Motherboard: MSI B350M Bazooka mATX
CPU: Ryzen 5 1600 3.8Ghz at 1.3V
CPU cooler: Cryorig H7
RAM: G.Skill RipJaws V DDR4-3200 DIMM CL16 Dual Kit 2x8GB SKU F4-3200C16D-16GVKB
GPU: Sapphire Radeon RX580 Pulse 8GB
PSU: EVGA Supernova 650W GQ 80+ Gold
Case: Fractal Design Define C Mini Window

Alright. The problem is that I cannot achieve RAM to run at 3200Mhz speed. I have tried with XMP on (default settings) and XMP off, while setting up values manually. Tried different DRAM voltages from 1.3v to 1.4v and SoC voltage from 1.1v to 1.15 without results. Also I heard that higher Vcore voltage will help on RAM overcloking but that doesn't seem to work either (highest Vcore voltage I tried was 1.37v. Now it's 1.3v).

Also I have tried disabling Gear down mode and adjusting more loose timing but still getting boot loops everytime I press save settings on bios (F10). Computer will reboot around 3 to 5 times, while Ez debug RAM and CPU stays still. Sometimes it will run with 3200mhz speed and sometimes it will automatically reset back to standard 2133mhz. If I achieve to run windows once with 3200mhz speed, it's far away from being stable and will reset ram speed back to 2133mhz on next reboot.

Now I have managed to get it somehow stable with 3066mhz (XMP off, 1.35V DRAM, 1.1v SoC, Vcore 1.3v) but today morning it rebooted twice (while Ez debug led was staying still on CPU and RAM).

Any advices or ideas how to achieve RAM to run at 3200mhz? Or even rock stable 3066mhz without any bootloops?
