I changed an HDD in system, unchanged since 2009, en after that I had the simple boot loop: Start, after abt 3 sec (before POST appears) complete stop, after 4 seconds again start, stop, start, stop etc.
Reading around, I switched the AXP 650W powersupply for a Cooler Master G650M.
No effect :-(
Reading more and more, finally ending here.
I have now removed all USB appliances (even the Keyboard is non-USB), and thoroughly followed these instructions:

...to break a 'boot-loop' (assuming it's not hardware induced - bad RAM, PSU, or 'thermal cycling'), try the following:
hold the front panel power switch depressed until it finally quits trying to restart;
switch off the power supply - or, if no switch, unplug it;
depress the front panel power switch for twenty seconds more;
jumper, or (carefully) short the RST_CMOS pins momentarily;
unplug all USB devices, except keyboard and rodent;
PSU switch back on;
power up - first thing, enter the BIOS and do the "Load Optimized";
<F10> to save and exit;
hopefully - good to go!

Alas, The system completely ignored this change, and the boot loop stayed, also when using Delete key, and no audible signal is given.
