Boot problems after installation

Hi does anyone have any advice on the following:

I recantley built anotherrig and i installed the ASUS X99 DELUX. Loaded all the drivers and when the system restarted the USB ports doesnt work. On the next restart WINDOWS just get stuck on the start up screen.

What could be the problem and how do i fix it

try pressing f8 during boot up for safe mode
