Boot Problems with my MSI 350 PC MATE

Hey guys,

I have been trying to construct a computer for my mother the last couple days but I've been having some problems with getting the darn computer to boot. I've installed the ram, the cpu and the gpu as intended but the boot process always greets me with a 'boot' debug led. This suggests that something is preventing my motherboard from booting.

As soon as I start it, the cpu and dram debug lights turn on and then off after a few seconds, then the same thing happens with the gpu. However, the gpu fans flicker on and then off as soon as the debug light turns on for the gpu and moves to boot.

Here is what I have tried:
Taken everything out and put it back together again.
Moved each piece of ram into the different slots.
Moved the gpu into the different slots.
Changed hdmi cables.
Used a graphics card I have had in my computer for the past 2 years which definitely works.
Ram slots on the second and fourth slot
HDMI cable going into the gpu
Cleared CMOS

If there is anything you guys can suggest to me that would be great!

Hyperx Fury 8gb ram 2x4
MSI AMD AM4 B350 PC MATE
Corsair Tx-m series 650 watt gold standard
Kingston 240gb ssd
WD Blue 2tb hdd
