Boot Screen Freezes on Windows Logo

I was using my computer and suddenly everything froze. Sound froze to 1 tone aswell. No BSOD. I've shut down my pc and when i restarted, windows logo was stack. The ring thas goes in circles Freeze after 2-5 sec. always in the same spot. I tried Booting from USB windows installation to repair or re-install windows and the same thing happens.
Tried removing my graphicscard and using only onboard graphics.
Tried using only 1 ram stick in both slots.
Tried disconnect both my hard drives and boot only from usb.
I can boot into bios, Every fan seems to work fine.
CPU: Core2 Duo E6600,
Motherboard: Asrock G31M-GS

Any help pls?

[Edit] : I also tried reseting bios to default although i didnt change anything before this happened. but no luck
 
Maybe its your motherboard, clean all the dust off of it, and off of the ram, graphics, and the ram slot, and the graphics card slot. It sounds like a ram issue, try turning the computer off, wiggle the ram a little, then turn back on keep trying, happened to me before, and this worked. How much ram do you have?
 


I did clean all the dust but it was already pretty clean before that. I have 2x1 GB RAM. Like i said I tried Both sticks to run single with total of 1GB in both slots and same thing happens every time.
At the start it says 2048MB Ram - OK
 
This happened to me before, I forgot exactly how I fixed it, I think I turned the computer on then unpugged the power while it was on then leaving the wire unplugged, I pressed the power button 1-3 times so the power will drain out, then plug it back in and try. How old is your harddrive?
 


I just tried that and really hoped this would work but unfortunatly no. Thanks for suggestion though. My 1st hard drive with the OS is about 2-3 years old. I really dont think its a hard drive problem since i tried booting from USB windows with No hard drives connected at all and still same thing happens. I also tried installing windows with only my 2nd hard drive connected but still the same thing.

 
Ok so am I right, when you turn on your computer, it gets to the windows logo screen and just freezes, is it windows 7, if so, then is it frozen, because if you look very closely you can see that the windows 7 logo slowly gets bright, then dark very slowly very little, does it keep doing this and wont start or does it completely freeze.
 


Its windows 10. Under the windows logo there is a spinning wheel. This wheel spins 2-3 times then just stops spinning and completly freeze. After 3 tries with no success Under windows logo says Prepair automatic repair and the spinning wheel freeze also. Same thing happens when i try to boot from USB
 


I dont need any files from any of my 2 hard drives. i would Format and install windows 10 , 8 or 7 from scratch if i could.
 
Ok so since you dont have any files, would you be ok with installing windows 7 ultimate instead or would you like to just reinstall windows 10, I think with 7 you wont ever have any issues. I will teach you how to install dont worry.
