Question Boot sequence issue?

Hi, for a while now, my PC won't power up correctly first time when using just the power button.
The PC lights up & starts, however my screen and peripherals don't seem to power up correctly.
I can get everything working correctly by pressing restart.

Watching the start-up sequence, when pressing the power button, the CPU_LED flashes, DRAM_LED flashes, then the VGA_LED and BOOT_LED never come on.
When I press the restart button, all 4 lights flash on in the correct sequence.

I can't find much help on this particular issue online.

I have an Asus strix z270f mobo
I7 7700k
GTX 1080
Corsair vengeance ddr4 8gb x2
Using Samsung 850 evo 250gb for boot
Corsair PSU.

I have checked all connections in the PC and re-seated the ram.

Pc is running Windows 10 64bit, I have done health checks on all components and they seem OK.

What model PSU?

You might check the power button cable attached to the mobo, make sure it's snug in.

What happens if you try to boot to safe mode? Do the peripherals work then?

Try disabling fast boot in BIOS.
Sometimes with fast boot enabled, storage device is not yet ready, when system wants to boot from it.
Boot process fails then. But restart fixes the issue.

Thank you for the suggestion, I gave it a try and still in the same position.
