Bootable Sorftware while running OS.

Is there a software (for Windows) that allows me to boot off a hard drive/USB while still running Windows on my hard drive; Like a virtual Machine?. If that makes sense. My computer doesnt allow me to boot of external devices. Thanks!

A virtual machine will definitely do this. You just need to select the media or ISO containing the software as your boot drive. Note that the VM won't have direct access to your hardware, so tools designed to check hardware like Memtest won't run properly.

What are you actually wanting to do?
Run a second OS? Any of the virtual machine applications do this. Virtualbox, Hyper-V, etc.
