Yes you will be able to reformat it and add files to it after ! Bootable usb, you can boot windows 8, windows 7 installation with it .. Etc.. If you put your ISO on it with a software it will make a bootable USB !

Solution
A bootable usb is similar to bootable disc medium (think Windows CDs/DVDs). Simply, you can boot from them to install an OS or run diagnostics. You can format them, but this will make them not bootable. You can add files to them without affecting their bootability assuming there is free space on them.
 
lol ihave windows 7 booting off my usb very easy but very slow omg crashs my rig all the time , thankfully my hdd is on the way i was thinking get an 80gb hdd 7200rpm for boot get a huge storage later like 2tb and when enough clone my boot drive so thats my boot drive , trust me lads and ladies booting off a usb is a pain although using as storage should be ok
