booting a new pc question

I just built a new pc and am not sure how to boot windows 7 from a drive. I have the flash drive set as boot option #1 in the bios but when I press F8 and click on it, it takes me to the bios. If I do nothing, it takes me to a screen like this:

Save and Exit from bios when you have settings configured, and make sure it's all properly configured. Saving and Exiting will automatically boot from the drive, don't push buttons!

Even when I don't push any buttons it still gives me that screen
