BOOTMGR is missing...

Hello, so I finished building my pc and today I've got a new hard disk 500GB WD green, I got home and put it inside my case, connected all the cables. Started my pc and I tryed installing windows 7 by USB drive, I put in bios my USB as 1st.
Then this error comes up "BOOTMGR is missing", I can see the "bootmgr" and "bootmgr.efi" on the USB drive so it's not missing, I can't 'repair' because I can't start the windows 7 installation.
If someone is going to ask if I see the Hard Disk in Bios.

If someone can help me I will appreciate it.
Short specs of my pc:
Processor- Fx 4300
RAM- 8GB DDR3
Motherboard- ASrock 960GM-VGS3 FX
 


I'm formating it with Windows
-FAT32
-4096 byte
I think I'm doing it right, It's not from my motherboard or something else I tryed booting it on my new laptop, same story...
 
Hello all, so I figured it out download aprogram called "Hiren's bootcd 15.2" look on the internet for installation, run it from a USB or a dvd.
Scan and fix bad sectors, then you can install windows without problems !
