Bootmgr missing, cant get into setting menus or boot from cd, or usb

So i tried to reinstall windows on my laptop, left it to do it's thing, come back a while later and the battery is dead... try again but it wont let me install on any partitions. Try and reformat/mess around with the partitions to get it working and end up making the situation even worse as usual...

Now when i turn the laptop on i get a bootmgr is missing message and it wont load the windows 7 installation disk... my first reaction is ok.. i'll try and mess with the boot settings, but it turns out i've ruined it so good that it wont even let me enter any of the settings through F2, F10 etc... Tried all sorts of button combinations and it changes nothing, cant boot from cd drive or usb, the only thing it seems i can do is press ctrl alt delete to restart the system back to the same screen.. great!

I'm guessing there's a way i can recover what ever system lies within it, but as you can probably tell i have almost no idea what i'm doing and figured i'd get a more informed opinion before i end up throwing it out the window.

Go into the BIOS, set it to defaults, then see if you can boot of the disk. Once the setup starts go to advanced disk options, delete any partitions,create a new one and install on that.

I cant even get into the bios, totally stuck on the ctrl alt delete screen

The windows disk wont even boot...

Have you tried resetting the CMOS? You'll need to remove the laptop battery, and then find the motherboard battery and remove it too (unless there's a jumper available). Only a corrupted CMOS can prevent you from getting into the BIOS settings.

i've just removed the battery and CMOS battery, put it all back together and everything is the same.. one thing i have noticed is that whenever you press a key, the speakers make a small clicking noise, probably nothing to do with it, just seems a bit odd.

If you can't get into the BIOS you have a hardware issue unless you are doing something wrong and we're just not there there to see what you are doing. What is this "ctrl alt delete" screen you are talking about? What exactly happens after you turn on the laptop, and what happens when you try to hit the BIOS key (also called setup or somethng in systems).
