Question Boots for a second, then shuts off

A seller is selling the following:

Mobo GA-P43-ES3G + E7300 + Ddr3 4gb

Price($1= ~Rp 14.000):
Rp 99.000 (~$7)

Description:
As the title says, it's faulty. Turns on for a second and shuts off immediately. without the cpu the cpu fan doesn't spin, but the case fans do.
Only includes the cpu, motherboard and ram. No backpanel, no hfs
No returns, already explained.

Question: what's the possible problem here?
Could the ram be good? (4gb ddr3 here costs 150k or ~$11 at least.)

Likely a motherboard issue then?
Could the ram/cpu be broken too?
