Boots in Normal Mode but not in safe mode.

What do you do when WindowsXP boots fine in the normal
mode but when you press F8 and then select the Safe Mode
from the menu screen the system loads the drivers for the
Safe mode and then starts the boot sequence again from
scratch? If you select the Safe mode again the same thing
will happen. It will just keep on rebooting when you try
to boot in the Safe mode. Normal mode boots fine. Any
help in how to track down this problem will be much
appreciated.

I just wanted to add that I tried sfc/ scannow and it did not help.

Mr. Jim Spinks posted the same type of problem in
the "General" newsgroup and he traced it to Nero's InCD
4300. I removed InCD and the problem dissappeared.
