Botched GPU upgrade.

A while ago I finally decided to upgrade my ancient gtx 9800+. To make a long story short I remembered I forgot to uninstall the drivers and forgot to unplug and discharge. So as I was plugging the DVI back in there was too much static and there was a discharge that burnt the card out. So I upgraded anyway and maybe I didn't have the power connected right but when I connected it to my tv via HDMI It received no signal.

Pls help ;-; Also my upgrade is the R9 285. In case it matters.
 


If the spec you linked is correct you only have a 350w psu... that isn't going to be enough for an R9 285 (I'm amazed it was enough for a GTX 9800 to be honest)..

That may be your problem, from my experience it isn't *that* easy to fry a card although I guess it's possible.
 


For the purpose of progress, let's assume that the system had a large enough power supply.
 
Ok so I took out the power supply and its a 500w. And I did try using HDMI. Lights came on nothing seemed wrong other than the signal/GPU. Didn't mess around with anything else.
