Bottleneck issue or something else?

My pc specifications are:
PC:Lenovo ThinkStation S30 Workstation
Processor:Intel xeon 2665 2.4Ghz 8 cores.
Ram:16 GB
GPU:MSI GTX 1060 6gb.
Why am I getting such low FPS as 20-30 (some times even below 20)while playing games such as the witchers 3,batman arkhan knight e.t.c on 1280 X 1024 resolution.?
CPU usage hardly ever goes above 16%.

if it's a CPU bottleneck, it's suppose to happen the other way around: full CPU usage while the GPU usage are low af
if the vice versa happens, that means there's somethin wrong with your GPU
