[SOLVED] bottleneck?

This may be a dumb question but I have these in my system..

Asus ROG STRIX x299-E Gaming MB
Intel Core i7 - 7740X Quad Core @ 4.3 Ghz
Asus ROG STRIX RTX 2070 8G
32.0 GB Ram ddr4 3200

I get roughly 90- 110 fps on cold war under medium settings with all shadows/lights off.

which of my components would be the weakest? or the best to upgrade.

CPU. The 7740X was possibly one of the worst cpus of 2017 due to it being just a more expensive 7700K that required a more expensive X299 motherboard while not even making full use of X299's extra memory channels and pci-e lanes. X299 isn't ideal for gaming due to the cpus(aside from the 7740x and 7640x) using a mesh interconnect that results in roughly double the core to core latency compared to ring bus in their mainstream desktop parts.

Solution
Try this simple test:
Run your game, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.
