Question Bottlenecking RX 7900 XTX ?

Hey everyone, I'm hitting a wall with my PC across ALL games and could really use some help! My setup is a Ryzen 7 7800X3D CPU, RX 7900 XTX GPU (Adrenalin 25.6.3), 32GB (2x16GB) Vengeance DDR5 6000MT/s CL38 (XMP enabled with EXPO mode), and a Gigabyte B650 Gaming X AX (rev. 1.1) with F34 BIOS.

All drivers are up to date. I play on Ultra settings at 1080p with a 165Hz refresh rate to match my monitor (planning to upgrade the monitor soon). A couple of months ago, everything ran smoothly, but after a long gaming break, I noticed yesterday that every game is bottlenecking—GPU at 100% usage while the CPU is only at 10%. I’m stumped on how to fix this. Any advice would be greatly appreciated!

Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

A couple of months ago, everything ran smoothly, but after a long gaming break, I noticed yesterday that every game is bottlenecking—GPU at 100% usage while the CPU is only at 10%. I’m stumped on how to fix this.
Disable iGPU in BIOS, then use DDU to remove all GPU drivers(intel, Nvidia and AMD) in Safe Mode, then manually install the latest GPU driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.

GPU at 100% and CPU at anything under 100% is normal for gaming. The problem would be if it was the other way around.
Is performance bad or is it just the use % that puzzles you?
