I'm looking at best upgrades for my current system to run at 2k.

Thinking about upgrading from a 780ti to a Rtx2070, but I'm worried about potential bottle necking from my current i7 3770k.

Should I upgrade my entire setup to take advantage of the new graphics card?

CPU: Intel Core i7-3770K
GPU: Nvidia GTX 780 Ti
SSD: Kingston A400 240GB
HDD: Seagate Barracuda 7200.12 1TB
RAM: Kingston HyperX DDR3 1600 C9 2x8GB
MBD: Asus P8Z77-V PRO
PSU: Corsair tx750w

Yes I am going to run 1440p on a 144hz monitor, hence why I want to upgrade to a 2070.

Just not sure if its worth upgrading the entire mobo/cpu/ram setup to prevent bottlenecking as a cpu upgrade would force me to do so.

Surely depends on the game you have in mind. I am playing on OCd 3770k running on 4,3Ghz with a GTX 980 ti reaching between 80-100 FPS in BFV in "2k". Even using an FPS target of 100 to keep temps and noise of the GPU down.
Still shows that both GPU and CPU are still good to use even after several years. Looking at the current prices of the RTX 2070 and 2080 I would refuse to buy them. RTX 2060 might be an alternative and surely bump your FPS compared to the 780ti.

Will you get limited performance? Quite possible.

Will it be significant enough that you need to upgrade? That's going to depend more on your personal preferences.

Techspot at the end of 2017 did a test comparing the i7-2600K (SandY Bridge/2nd generation) against the latest-for-that-time i7-8700K (Kaby Lake/8th generation) -- seen here (https://www.techspot.com/review/1546-intel-2nd-gen-core-i7-vs-8th-gen/page5.html) -- & did notice it lagging about 20% behind in performance. That being said...their 11-game average also clearly showed that even OC'd to 4.8GHz & paired with a GTX 1080TI the Kaby Lake CPUs don't guarantee 144FPS in every game. Heck, in Assassin's Creed: Origins (page 3 of the review), when they tested Ultra@1440p with a 1080TI, the 2600K's 1% performance lagged behind but average FPS was nigh-identical across the board for all the tested CPUs...& below 80FPS, so nowhere near hitting your 144FPS mark.

TL:DR is, yes, it will keep your performance down from the "maximum possible" that the RTX 2070 can provide...but will still probably be more than enough performance for 95% of the games out there.

I saw major improvement, especially with 1%low after upgrading my ram to 2400 mhz (g.skill Ripjaws X). Currently running at 4.4 ghz with an i7 3770 non K and i have almost zero bottleneck with a RX580 8gb for BF V, which is cpu hog. I assume it will bottleneck the RTX to the same point with the RX580 which is when the load across all cores is pretty high. When the load is lower, it can do pretty well, so it's actually how much the game is taxing the cpu.
By overall, for 144 fps across all titles you should consider upgrading to a recent platform. Otherwise the experience is definitely acceptable

The potential for bottleneck with a 2070 would be a lot higher than a rx580, but should still be decent.
