Bought new PC no signal

Yep, you've plugged the monitor in to the on-board HDMI port (which is disabled when another GPU is detected) instead of the HDMI port on the GTX 1060. Easy mistake to make if you've never built a PC or fitted your own graphics card before.

If, however, you do want to use that on-board HDMI port instead (but why would you?), just shut down and remove the GTX 1060.
Most monitors auto detect the signal but have you tried using the OSD menu to make sure it is set to the same port as the cable you plugged in ?

Where is the monito cable plugged in ?

Monitor <==> 1060 GFX card

or

Monitor <==> MoBo IGP Port


Before RMAing the thing, suggest you call tech Support and save yaself a lot of trouble. Most times issues are resolved in 5 minutes or less
