Brand New Build Starts Up, then shutdowns in a Loop

Last night I built a PC but the issue is now, the PC will startup, case lights and fans will turn on for about 5-6 seconds and the PC will shutdown. Then 2 seconds later the PC will startup again and shutdown in an infinite loop. I need to know the most likely causes. [strike]I will post specs soon..[/strike]

As a guess, it is a ram issue.
A non functioning cooler fan or a bad mount is a possibility.
The front panel reset lead wired to a hard drive led by mistake can cause strange symptoms.

A more disastrous possibility is bent pins in the cpu socket.

Remove non essential parts to try to isolate the problem.
Use integrated graphics .
Can you get into the bios?
