Question Brand new built PC wont Post

All parts were purchased brand new and went through pc part picker
7800x3d
7800xt
NZXT B650e Motherboard
Teamgroup T.Force 32gb RGB Ram
W.D 2t.b m.2 SSD
Samsung 970 2t.b m.2 SSD
DeepCool 240m AIO
Corsair RM850e PSU

(I am using cable extensions and the corsair iCue rgb accent lights if it matters)
Computer lights up internally, GPU Lights up Fans move on the AIO but not the GPU or the case fans,(I am like 90 percent sure I forgot to plug in the fans but had to take a break as this has been an all day endeavor , will plug in next time I open up)
Unsure if GPU fans spin when not underload. CPU and DRAM lights come on and stay red. The monitor Is brand new and confirmed working. I haven't had the chance to try all the usual fixes , but I did re slot the ram, and the ram is in its designated position (2+4)
I have tried letting it sit for 10+ minutes for the boot to happen, as well as the CMOS and BIOS flashback button (unsure if there was more to do than just pressing them but that's all I did )
I have to work early tomorrow but will attempt any fixes when I get home , I will test if a RAM stick Is faulty and attempt to post with CPU integrated graphics, but any fixes or ideas would be greatly appreciated

Update:

I have received the money back and am waiting for my replacement part, MemoryExpress informed me the board was working(oops) , apparently after 5 failed boot attempts they had to clear the CMOS by removing the battery, (I only reset with the button on the motherboard, and followed the instructions in the manual, but it seems like I'm just stupid lol, thanks for eveveryone's help here, it was an interesting and slightly stressful experience but all seems to be sorted out.

Very thankful the return was easy and they didn't fault me for my stupidity .
Yes.. And I hate to ask this question, (Ive done it a few times myself,) but you do have the monitor lead plugged into the GPU and not the motherboard?
I attempted a post with CMOS cleared instructed by the manual, and still nothing , same 2 lights, light up red and stay.

Yes it's connected into the Graphics card, and I've even switched out the graphics card to my old one I know works.
I've also attempted to post with the integrated graphics on my GPU and it didn't work, I had it plugged into the MOBO for that with the GPU disconnected, but since than have moved my HDMI back to the gpu as well as switched between HDMI and Display Port.
 
So far I haven't:
Relieved pressure from the AIO on the CPU , incase it's too tight?
I haven't unplugged my cable extensions( they are Asiahorse white PSU extensions, for aesthetic seemingly giving power to the system but maybe something is faulty) and used the standard corsair cables that come with the PSU ( my extensions aren't plugged directly into PSU they are extending the standard Corsair Cables )

I haven't reseated the CPU or checked for bent pins on the MoBo (I can feel the AIO pump working and flowing, and it seems like heat is coming from the CPU so I have assumed to this point it's been working normally.) But this maybe the next part to this troubleshooting

I'm really hoping my mobo or cpu wasn't DOA, I have never had to return such an important tech piece before , just RAM which was beyond easy.
 
I would suggest you trouble shoot the BIOS with mobo HDMI and integrated graphics. Once you post and boot into windows you can reboot and switch to GPU.
Nothing is popping up though? I have attempted but I don't get a post or boot in any form?
No matter what I plug the HDMI into I can NOT get a BIOS screen or a post and most definitely not a boot.
 
Just anti static wrist wrap if you have them or touch the case metal part to ground yourself.

open the CPU latch, give the cpu a little wiggle and do the latch and cooler again.
Ok I will give this an attempt momentarily, should I remove the CPU fully to check the pins ? Worried about thermal fluid leaking in the pins idk I'm a novice.
 
The thermal paste is not that liquid.

The cpu does not need to come off. Just a wiggle would do.

I would be surprised if the mobo had bent pins. The ryzen 7000 series has the pins on the mobo.
I have fully repeated the cpu, and even checked for bent pins cause it was less daunting to remove than I thought
