[SOLVED] Brand new computer has 90 degree CPU when booting up for the first time

Hello

I just bought a new desktop (prebuild), it has a Ryzen CPU and a watercooler to make sure that it would run fine.
The first time I turn it on I install speccy to see that the CPU is running at 85-90 degrees. I haven't touched anything, so I'm kind of lost. Is this caused because of a building mistake, or could it be some setting that I don't know of?

 
There are three things I would look at and I would bet one of them isn't happening.

Either the heat exchanger isn't snug on the CPU (screws/pins loose or not aligned correctly) ....or...

Water isn't flowing through the lines (pump not running....clog etc)...or

Fans on the radiator not running.

And how do I control those things? I just looked at the BIOS and it said CPU temperature to be at 33 degree. Then I downloaded AMD Ryzen Master program, and it said 95 degree again. Programs arent really giving me the same temperatures either, so I'm not sure what to trust.
