[SOLVED] Brand New Fan is Loud

Should my fan be making this noise?
Its brand new Artic F12 120mm 1350 RPM case fans.
I am using a pwm fan splitter only cause its a pain to swap fans out with where the fan header is located inside.
Not touch any wires, and I do have 2 fans installed but it definetely seems like its only this 1 fan.
Could it be I tightened it down too hard? The screws are tiny

 
Solution
It may be about the fan speed when the fan is located right behind a grill.

You can use a fan controller to slow down the fan speed to ~800rpm.

Very likely the issue is a mis-match of fan design and power source.

The Arctic F12 comes in several models, one of them being a 3-pin Voltage Controlled Fan. Look very closely at the wires from the fan. Are there 3 or 4? Look at the connector on the end. Does it have 3 holes, or 4? Any 3-pin fan when plugged into a standard fan HUB can NOT have its speed controlled - it will always run full speed. To use a fan hub you must be using 4-pin fans whose speed CAN be controlled with such a device.

Without replacing that fan, you probably CAN control its speed by connecting it to a mobo fan header and configuring that header to use the older Voltage Control Mode, rather than the new PWM Mode.
