Brand new Hydance PSU dead?

This is the config I just ordered recently:

CPU: Intel i3 6100 3.7Ghz
Mobo: Asrock Z170A-X/3.1
Ram: G.SKILL Ripjaws V 2x8 2400 16gb
PSU: Hydance by Seasonic 600W 80+ bronze
HDD: Seagate 1TB 7200 SATA 6gb/s
Cabinet: Antec GX300

I got the PSU delivered (still waiting for the other things to get delivered.)

So, I thought to test my PSU with my old computer. Now, this PC had issues with starting on (the reason why I thought to get a new rig.)

It has Asus M2n68 AM plus mobo with AMD Athlon X2 20 processor, 3 GB DDR2 ram and a local PSU prebuilt into the cabinet. When I turn on the PC, the PSU turns on the fans for 2-3 seconds and leaves power. It could an issue with the mobo or the PSU i dont know.

So, I thought of testing my PSU with this machine and see how it goes. Initially, when I connected and turned on the Hydance PSU with this machine, it turned on and stayed on but I didn't have a display on the monitor - i tried HDMI and VGA both , but to no avail. Then I tried it again the next day and this time, the Hydance didn't even want t0 turn on! I checked all power connections thrice and it just doesn't work. So, I tried the old power supply again and tried checking if it is the mobo or PSU and the old PSU still worked the same way (turns on for 2-3 secs and leaves power.)

I also tried the paperclip test for PSU and it doesn't turn on the fans.

I just don't understand if it is really dead?
I don't even know if this would be replaced or come under the return policy?
