[SOLVED] Brand spankin' new HDD won't create partition

I just built my dad a new computer (Ryzen 5800x / B550 Aorus Pro AC) and it all works except the new HDD (Seagate 16TB Exos X16 7200RPM 512e/4kn ST16000NM001G) holds up the startup process and won't accept a partition.

I've tried 2 methods to partition and get the following error messages:
Windows Setup: "We couldn't create a new partition. [Error: 0x8007045d]"
DOS - Create Partition Primary: "DiskPart has encountered an error: The request could not be performed because of an I/O device error."

Anyone have any ideas of what's going on or how I can make this thing usable? Thanks.

The only other drive is the one Windows is in which is a 1TB m.2 Samsung SSD.

The other drive is listed above. Yes I have tried other cables and SATA ports.

You should try another SATA port and maybe another SATA cable.

Yes. It showed up and let me select and "clean" the disk.

Open a command prompt again and then:

diskpart <enter>
list disk <enter>
select disk n (where n is the 16TB) <enter>
clean <enter>
convert gpt <enter>
create part primary <enter>

No dice. That's what I did originally. Got same error message again.

Under the "Basic Tests" drop-down, I ran both the "Short Generic" and "Long Generic" tests. Sounded closest to what you were saying to do. Both test results came up as "Short (Long) Generic - FAIL".

I also ran the "Short Drive Self Test" and "S.M.A.R.T Check", both of which Passed.

So you can either run Fix All (fast or long) under basic tests or RMA it. Fix all long would take over half a day. If it fails the fix then your only option is to RMA. My personal policy is to RMA any drive I get and RMA if they have any initial issues.

Thanks for the advice/suggestions. I share your policy of RMAing anything that has any initial problems, so I'll do that I guess. Kind of annoying tho...
...on a semi-related note, I ran the short and long tests on an old working HDD (I can access the files) and it also failed both tests. There's no option to repair it like there was for the 16TB drive, and idk what repairing it would do anyway since it seems to be functional as far as normal use goes.

I don't worry about old drives either other to insure that they are backed up elsewhere since I can't RMA them anyway.

Negative, sorry. I already packed up the HDD for RMA. I don't see any reason to not just get it replaced at this point.

Did you need to insulate SATA power pin #3 for this drive? Some new models won't spin up if 3.3V is present on this pin.

It didn't come with any instructions, I just plugged it in. What specifically do you mean by insulating it?

People put insulation tape over the pin, or they cut the 3.3V wire(s) in the cable, or they purchase an adapter cable.
