Broken GPU or PSU?

My computer shut off unexpectedly and would not turn on. On inspection, I noticed a burning smell coming from the computer. I thought the smell was coming from the power supply so I removed it and tested it with the paper clip and a fan. The power supply turns on and the fan spins.

I can start the computer with RAM installed and the video card connected to the motherboard. The red LED on the GPU comes on and I get a beeping error from the motherboard. However, when I connect the 6 pin PCI to the PSU, the computer will not start at all. The fan connected to the power moves very slightly and then does nothing.

I then disconnected the PSU from the motherboard and did the paperclip thing again. The power supply starts and the fan I have connected to it is powered, but when I connect the GPU to the PSU, separated from the motherboard, the fan moves very slightly and then nothing.

I have no extra PSU or GPU to test with.

It is a 1gb 9800gt and a 530w rosewill.
