Broken shadows/lighting in games

I've got MSI RTX 2080 Ti Gaming Trio few weeks ago. And I quickly noticed some weird things.

Kingdom Come: Deliverance. Are these flickering shadows normal? I'm sure it wasn't been like that before.

Assassin's Creed: Odyssey. Look at the stairs and wooden fence and you will notice blinking/flickering. When I come close it stops. Happens only on objects which has some distance from camera. I noticed this shimmering/blinking in all other games too. I'm 100% it wasn't been like that before.

So... I installed my previous GTX 1080 Ti. Well, you know, just for comparison reasons. And guess what... Same things happening here to!

Really? What is happening? How I didn't noticed it before? Maybe these blinking/flickering always been here and I'm just too OCD about it? Or maybe RTX 2080 Ti messed something in my PC?

What should I do? What do you guys think?

I would suggest doing a clean reinstall of your drivers. Although some games may have this issue because of poor blending of the day-night cycle (and the motion of the sun), I've never seen anything quite as extreme as in your first two videos. Unfortunately I don't own either of these games to compare my GTX 1060's behavior to that of your GPUs. If you notice any other games displaying this problem, be sure to inform us.

It also looks like this is a common issue in Kingdom Come. I even spotted it in some review videos, although nobody really mentioned it. It looked pretty severe at times. The AC: Oddyssey flickering seems related to antialising more than anything else. It seems like the very subtle changes that the shadows and smoke make to surrounding areas are causing the AA algorithm to have varying outputs.

Few more questions:

1. Could these graphical glitches be the sign that psu is failing?
2. Is it possible that I broke pcie slot? Since my gtx 1080 ti worked perfect previously and now does these flickering in games too. Maybe I pushed the cards too much and broke the slot? Would card work in broken pcie slot or it won't work at all?

My monitor is 1440p 144hz Gsync. I tried my old 60hz monitor via hdmi cable and the graphical glitches are still there. So definitely not a monitor issue. Yes, I always play at native resolution.

Other parts are 6700k, 16GB RAM, 2x SSD's.
