most likely you have the generic usb 3.x drivers that come with windows and you have a old bios or your motherboard requires some custom version of the drivers.

go to your motherboard vendors website, check for a bios update and usb 3.x driver update
this will give you a chance to fix the problem.

if you do update the bios, you should also update the other motherboard drivers at the same time.
some drivers need to match the bios version.

you could also put the device on a usb 2.x port but when you plugged in the device on the usb 3.0 port the windows plug and play would have tried to install a device driver. when you unplug the device, the driver gets hidden and can still cause problems. you have to go into windows control panel, device manager and unhide the hidden drivers and delete them.

some mice also require firmware update to the actual mouse, and driver updates from the mouse vendors website. so check the mouse vendors website.

try a usb 2 port. they are most likely to work correctly since the driver comes with the cpu chipset and might be updated by windows update. (assuming your bios is newer than april of 2012 for usb 2.x and 4/2013 for usb 3.) for very new machines with usb 3.1 you need to apply the motherboard usb drivers
